How can you check that an investigation agency is licensed?

In Italy, every private investigation agency must hold a licence issued by the Prefecture under article 134 TULPS, and its number must appear on its documents and website. Phersei operates under licence no. 14255/12B15E issued by the Prefecture of Milan, held by Marzio Ferrario.

Can the evidence gathered by Phersei be used in court?

Yes, provided it has been collected lawfully. Phersei conducts its investigations within the limits set by privacy law and Italian employment law, and provides investigation reports that can be submitted in civil and criminal proceedings.

Is the information provided to Phersei kept confidential?

Yes. Every assignment is handled with the utmost confidentiality, and personal data is processed in compliance with the GDPR.

Does Phersei work abroad?

Yes, through the network of the World Association of Detectives, of which Phersei is a member.

What can a private investigator not do?

A private investigator cannot intercept phone calls, messages or emails, or access phone records, bank accounts or other restricted databases: these activities are reserved to the judicial authorities. Phersei only uses lawful methods (surveillance, photo and video documentation, open sources, technical analysis) so that the evidence is valid and the client is not exposed to legal risk.

Does Phersei work with lawyers?

Yes. In addition to assignments from private clients and companies, Phersei carries out defence investigations on behalf of lawyers, under article 391-bis of the Italian Code of Criminal Procedure, and supports law firms in gathering evidence for civil cases.

How does the first contact work?

The first consultation is free and without obligation: the case is assessed together to determine whether and how to proceed.

Who can hire Phersei?

Private clients, companies, law firms and public bodies, for needs ranging from family matters to the protection of company assets, security and intelligence.

Can anyone be investigated?

No. Under Italian law, a private investigation is only possible if the client has a right to protect or a legitimate interest, which usually arises from a legal relationship with the person being investigated, such as a marriage, children, or a contract or assets in common. For example, an unmarried couple cannot start an infidelity investigation, because Italian law does not impose a duty of fidelity between partners who are not married. Before accepting an assignment, Phersei always checks that this requirement is met.
